Dubai has been ruling the tourism charts since 2009 when the city revolutionised itself, welcoming the world’s tallest tower, star-studded skyscrapers, the world’s largest mall, a massive metro system across the city and becoming home to some of the world’s biggest record breakers.

And that’s just the beginning, Dubai now in 2023, is home to more than just that, it’s the hub of new-age innovations, multiple record breakers, and of course a dynamic real estate scene. Again, we’ve cut it short but Dubai is essentially the place on everyone’s radar currently! 

So, would it really be a surprise if we tell you that Dubai Metro is set to expand its networks around the new areas in Dubai, right? I mean, we’d be surprised if it didn’t with how many new people have moved to Dubai in 2023! 

This project was recently announced by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, as he has given the green light to the ambitious Dubai Metro Blue Line project. With a staggering investment of AED 18 billion, this visionary initiative is set to revolutionise Dubai's public transportation system, and is set to commence operations on October 9, 2029. Exactly 20 years after its first opening! 

Let’s break it all down…

### The grand vision of the Dubai Metro Blue Line:

The Dubai Metro Blue Line is poised to be the emirate's first train route crossing over The Creek, which initially was the last station on the green line currently, this is marking a significant stride in advancing Dubai's public transport infrastructure.

### Key features of the Dubai Metro Blue Line:

**1. Expansive coverage:** This metro line will span over 30km and will comprise 14 new stations, which strategically connect nine different areas. This comes in line with the Dubai 2040 Urban Plan.
   
**2. Architectural marvels:** This project is set to be the largest underground station, covering an impressive 44,000 square metres in the International City area. It will also feature an iconic station with unique architectural design, setting new standards in modern transportation aesthetics.
   
**3. Interchange stations:** The Blue Line introduces the first interchange station between the Red and Blue Lines at Centrepoint station and the first interchange station between the Green and Blue Lines at The Creek station, which in fact then enhances connectivity within the metro network.
   
**4. Sustainability focus:** As Dubai is shifting on a greener route, the Blue Line will be the first transport project that will align with the platinum-category green building specifications, and also showcasing Dubai's commitment to a sustainable development.

### Sheikh Maktoum's perspective and vision behind the Dubai Metro Blue Line:

Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, who is the First Deputy Ruler of Dubai and Deputy Prime Minister and Minister of Finance of the UAE, has highlighted the Dubai Metro's role as a transformative project which is aligning with the vision to make Dubai the best city for living, and commuting around.

### What are the anticipated goals for this project?

Upon completion, the Blue Line will extend the total Dubai Metro network to 131 kilometres, and would feature 78 stations and 168 trains. The economic benefits projected are set to exceed AED 56.5 billion by 2040, supporting the goals of the Dubai Economic Agenda D33.

### Stations under the Dubai Metro Blue Line will cover areas of:

- Dubai Creek Harbour
- Ras Al Khor industrial area
- Dubai International City 1
- Dubai International City 2 and 3
- Dubai Silicon Oasis
- Dubai International Academic City
- Mirdif City Centre
- Al Warqa’a

The Dubai Metro Blue Line is anticipated to serve over one million residents and benefit over 50,000 students, promising to ease traffic congestion by almost 20% on major Dubai roads.

### Projected routes for Blue Line

The Blue Line will comprise two main routes, with the first starting at the Creek Interchange Station on the Green Line and the second originating from the Centrepoint Interchange Station on the Red Line.

But the line doesn’t stop at properties, now Expo City Dubai has joined forces with the Dubai Electricity and Water Authority (DEWA) to transition to 100% renewable energy too! This significant step also aligns with Dubai's ambitious goal of achieving net-zero emissions by 2050, showcasing the city's commitment to a greener future, as well as making Expo City a fully green community. 

### Here’s everything to know…

The Expo City renewable energy plan is focused on expanding on its existing on-site renewable energy capacity, and will now receive a steady supply of solar energy from DEWA through International Renewable Energy Certificates (I-RECs) sourced from the Mohammed Bin Rashid Al Maktoum Solar Park.

The plan is to provide over 100,000 megawatt-hours of power, and this initiative’s best part is to set the stage for a sustainable future, with plans to incorporate additional I-RECs to meet the growing energy needs of the community.

Reem Al Hashimy, who is the UAE Minister of International Cooperation and CEO of Expo City Dubai Authority, also added to the significance of this move in balancing urban development with environmental sustainability. She said "As the global population continues to gravitate towards urban centres, it is critical these centres balance meeting the needs of their communities with environmental sustainability – a strategic priority for the UAE."

### Why transition?

This transition to renewable energy is not just a symbolic gesture but a practical move that will positively impact Expo City's tenants, future residents, and the multitude of events hosted on-site. The shift comes at a crucial time as Expo City Dubai prepares to host the COP28 summit, reinforcing its commitment to a carbon-neutral event and supporting the global transition to clean energy.

Saeed Mohammed Al Tayer, who is the CEO of DEWA, highlighted the collaboration as a groundbreaking step towards sustainable development, aligning with Dubai's commitment to achieving net-zero emissions by 2050. "By supplying Expo City with solar energy through I-RECs from the Mohammed Bin Rashid Al Maktoum Solar Park, we support the vision of leadership for Expo City Dubai to be a futuristic sustainable city," he said.

Al Tayer also underlined the remarkable capabilities of the Mohammed Bin Rashid Al Maktoum Solar Park, with a current clean energy capacity of 2,627 megawatts and plans to reach 5,000 megawatts by 2030. This transition not only reduces carbon emissions but also positions Expo City Dubai as a global leader in sustainable urban development.

The signing ceremony, graced by the presence of Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, marked a historic moment for Expo City Dubai.

Expo City Dubai takes a green leap: Powered entirely by renewable energy

The UAE’s economy has surely been on a roll in the last few months with multiple schemes, new principles in place, visa changes and upcoming IPOs, there’s quite a lot on the horizon for the country.

Not to mention, most of these economic changes and upgrades have been non-oil related, and now the economy is set to see an even bigger boost as the World Bank has predicted a 4.5% non-oil GDP rise in the UAE.

The World Bank's latest Gulf Economic Update has projected an impressive 3.4% growth in the UAE's real GDP for 2023, with a further boost to 3.7% in 2024. The primary driver of this growth is the anticipated 4.5% surge in the non-oil GDP sector, attributed to robust performances in tourism, real estate, construction, transportation, and manufacturing, along with increased capital expenditure.

### We’ve got all the details, so let us break it all down for you…

Non-oil sectors are taking the lead

The report shared by the World Bank highlights the crucial role of non-oil sectors in the UAE's economy, contributing significantly to the nation's fiscal strength. 

This is expected to grow by 3.9% in 2023 and 3.4% in the medium term, these sectors are also buoyed by sustained private consumption, strategic fixed investments, and an accommodative fiscal policy.

### Oil GDP is on the rise!

While the oil GDP is projected to experience a modest growth of 0.7% in 2023, this figure is expected to climb substantially to 3.6% in 2024. This underscores the dynamic nature of the UAE's economic diversification efforts and the positive impact it has on overall economic health.

### The fiscal balance and current account surplus!

The World Bank foresees an increase in the UAE's current account balance up to 12.4% in 2023, sustaining at 11.8% in 2024. Which is nearly a 1% rise, in less than a year! 

Additionally, the fiscal balance is expected to achieve a surplus of 5.2% in 2023 and 4.6% in 2024, showcasing the resilience and stability of the nation's economic framework.

### GCC’s reign - the overview

The Gulf Cooperation Council (GCC) region was estimated to grow by 1% in 2023, with a notable acceleration to 3.6% and 3.7% in 2024 and 2025, respectively. This growth is underpinned by the strength of non-oil sectors, expected to grow by 3.9% in 2023 and 3.4% in the medium term.

Of course, the ease of visas within GCC’s countries has also made it easier for the non-oil sectors to grow.

The city's commitment to sustainable practices is evident in its rooftop photovoltaic (PV) solar capacity, which, under the Shams Dubai programme, generated an impressive cumulative capacity of 500 megawatts (MW) in 2022! Yes, that’s a lot! 

So, here’s everything we know about Dubai’s road to renewable energy…

Dubai’s energy diversification strategy goes beyond just focusing on solar power, it also encompasses hydropower, green hydrogen, and other clean sources. All of these innovations also come in line with Dubai's overarching clean energy strategy, the ultimate objective is – to derive 100% of the city's energy requirements from clean sources by 2050. Clean sources could be solar panels! 

Dr. Aaesha Alnuaimi, the Director of the Innovation Centre at the Dubai Electricity and Water Authority (DEWA), recently shared her insights during the first Middle East and North Africa Solar Conference (MENA-SC) 2023 in Dubai. She emphasised that DEWA is meticulously working on a clear roadmap for the implementation and deployment of solar projects across Dubai. One shining example of this is the Mohammed Bin Rashid Al Maktoum Solar Park, which has become a beacon of Dubai's commitment to clean energy.

In case you didn’t know - The Mohammed Bin Rashid Al Maktoum Solar Park is currently a powerhouse installed with a production capacity of nearly 2,700 MW. This accomplishment captures the clean energy's share in Dubai's electricity production to over 16% of the total capacity. 

And this has surpassed the 7% solar energy target which was set in 2020, Dubai achieved an impressive 9%, setting the stage for an ambitious goal and plans for a 25% solar contribution by 2030! 

On the other hand, another highlight in solar energy is the MENA-SC 2023, a conference that took place this year from November 15 to 18. This conference was held in line with the Water, Energy, Technology, and Environment Exhibition (WETEX) and Dubai Solar Show 2023, all of these showcased Dubai's endeavours in all areas of photovoltaics.

Organised by DEWA, the MENA-SC delved into many different aspects of photovoltaics, including materials and devices, future technologies, reliability, and forecasting for performance assessment. The discussions extended to critical areas like system operation, concentrated solar power, and grid integration – all pivotal components in propelling the green energy transformation.

One noteworthy aspect during the conference was the potential benefits of perovskite solar cells. Many experts spoke on how these advanced solar cells could enhance photovoltaic systems, particularly in adapting to the unique climate conditions prevalent in the Middle East.

As Dubai marches forward on the road to renewables, the city not only envisions a sustainable future but is actively shaping it. The amalgamation of innovative projects, strategic goals, and concerted efforts positions Dubai at the forefront of the global clean energy revolution.

This morning on Business Breakfast with Brandy Scott, Operations Director Paul Kelly from Allsopp & Allsopp took centre stage to shed light on the current state of Dubai's real estate market throughout October. The focus of the conversation was the October Market Snapshot, revealing intriguing insights into rental trends and the overall property landscape.

So, let’s dive right into everything discussed.

**Rental pulse:**

Paul began by setting the stage, sharing that the average rental price for October was AED 177,000. This figure encompassed a divergence between villas and townhouses at AED 283,000 and apartments at AED 131,000. Notably, both segments experienced month-on-month price increases, with villas/townhouses rising by 2.8% and apartments by 3.6%.

**Rising demand:**

The discussion swiftly turned to the surge in property viewings, a staggering 77% year-on-year increase in the number of rental applicants. The cause? Dubai's population boom and the resulting demand for housing, something we have all noticed when we are navigating the city's bustling roads.

**Signs of relief for renters:**

A glimmer of hope emerged as Paul delved into key indicators of potential rental relief. A substantial 96% uptick in property listings during October, coupled with a 13% increase from the previous month, hinted at an influx of supply into the market. Interestingly, a shift towards four-plus check payments suggested a nuanced aspect of tenant affordability, potentially paving the way for future relief.

**Geographic dynamics:**

Dubai's urban landscape was a focal point, with Paul highlighting the expansion into suburban areas such as DAMAC Hills, JVC, Tilal Al Ghaf, Villanova, and Ranches. The data mirrored the city's outward growth and the corresponding increase in available properties.

**Landlord strategies:**

A noteworthy revelation was the changing stance of landlords, with approximately one-third now open to accepting four checks. This strategic shift, according to Paul, stems from a desire to remain competitive in a market marked by heightened supply.

Sales market overview and predictions:
Shifting gears to the sales market, Paul provided a snapshot of 6,552 transactions in October, with the secondary market claiming a dominant 79%. He attributed this imbalance to a potential administrative backlog resulting from a flurry of launches in September. Looking ahead, predictions hinted at the possibility of surpassing the record average price per square foot in the sales market, underlining the market's resilience.

The intricate dance between supply, demand, and evolving landlord strategies paints a promising picture, offering a glimpse of potential relief on the horizon for renters in the ever-evolving Dubai property market.

Dubai's Weekly News Snapshot: The Ampersand 17-11-2023


Apart from its record breaking structures, star-studded skyline and allure, Dubai is known for one more thing, being one of the busiest cities in the world. And what does a busy city have? A busy airport! 

And now, in an unprecedented move, Dubai Airports is set to replace its crown jewel, Dubai International (DXB), with an even grander airport, as demand for travel continues to escalate, we could definitely do with a bigger space! 

This announcement was made by the CEO of Dubai Airports; Paul Griffiths, during the ongoing Dubai Airshow 2023, where he revealed plans for a mega-airport that will reshape the aviation landscape, and make the busy hub, even busier! 

Here’s everything you need to know…

This year, the DXB airport was projected to host over 86.8 million managers, and it did, surpassing all 2019 numbers, pre-pandemic. But as numbers rose, the need for a larger space became imminent. Although we all know that DXB airport has a current capacity of managing 100 million passengers annually, the threshold to be pushed to 120 million is on the horizon! 

They are utilising innovative technologies and optimizations to push its limits to 120 million. Beyond this threshold, a new airport is essential, and CEO; Griffiths anticipates this transition to occur in the 2030s.

This airport would be situated at Al Maktoum International, which in case you didn’t know was the projected Terminal 4! And this won’t merely be an extension but also play a  revolutionary step in airport design. Taking a modular approach instead of traditional terminals, this paradigm shift aims to create a more intimate and streamlined passenger experience, eliminating legacy processes.

While they details of this project’s scale or cost haven’t fully been revealed, what we can tell you is that the new airport's design elements would be a focal point in the coming months. This forward-thinking strategy aligns with Dubai's reputation for taking the long-term view, with the project extending well into the 2050s.

Notably, the new airport aligns with Dubai's broader vision outlined in the 2040 Urban Master Plan, aiming to create vibrant waterfront communities. This strategic move contributes to Dubai's goal of boosting tourism by increasing hotel supply, with Dubai Islands set to host over 80 resorts.

As Dubai's aviation sector continues to expand, driven by robust recovery and increasing visitor numbers, the new mega-airport signifies a commitment to maintaining global dominance. With meticulous planning and a futuristic approach, Dubai's aviation landscape is set to reach new heights, ensuring the city remains a key hub for global travel well into the future.

Nakheel launches new Rixos residences on Dubai Islands

What are Sheikh Mohammed’s 10 economic principles for the decade ahead?

In October, Dubai's real estate market achieved AED 24.24 billion in property sales, surpassing the annual all-time high. The secondary market dominated with 5,190 transactions, 79% of total sales. Apartments led with 65% of sales, followed by villas/townhouses (26%) and commercial/other properties (9%). Properties under AED 3 million were the most popular, representing 73.2% of sales.

The rental market also remained robust, with 40,840 transactions. Apartment rentals dominated, while villa and townhouse rentals also saw significant activity. Despite stable month-on-month rental prices, there's been a 20% increase since October 2022.

October was a busy month for Allsopp & Allsopp, new client registrations increased by 64%, residential listings by 36%, and viewings by 20%. Areas like Dubai South and Jumeirah Village Circle are gaining popularity, with sales in the AED 3-5 million range up 109% year-on-year. We also saw the highest sales in Downtown, Dubai Marina, Dubai Hills for apartments, and The Springs, Arabian Ranches, and Reem for villas/townhouses.

These transactions reflected a near-even split between cash and finance buyers (48%) for Allsopp & Allsopp, with a slight edge to cash transactions (52%).

Rental relief seems to be on the way with landlords offering flexible payment terms and the introduction of new rental inventory in suburban areas offering more options for tenants. The overall market also saw a hike in demand, with a significant increase in new rental applicants and viewings. Villa/townhouse and apartment rental prices rose by 2.8% and 3.6%, respectively. 

These and other trends showed a strong market with continued growth.
