## Reflecting on the summer months, and the Allsopp & Allsopp market report

As we approach the final quarter of the year, it's amazing to think that Christmas is just four months away - Just like how time flies, so does the dynamism of the Dubai property market. Marc dives into the data from August sales and his insights on the market. 

1. Sales value: The total sales in August 2024 were a staggering AED 37.3 billion, marking a 33% increase compared to August 2023.

2. Transactions: A total of 14,992 properties were transacted in August, a 36% increase from the previous year. Did you know, that 66.9% of these were off-plan purchases?!

## Top performing areas

Carl and Marc highlight the top transacting areas, both for sales and rentals:

- Villas and Townhouses: Ream, Town Square, and Jumeirah Golf Estates.
- Apartments: Downtown Dubai, Dubai Marina, and Palm Jumeirah.

## Rental market

The rental market sees a 43% increase in viewings, reflecting high demand fueled by people moving into the country and seeking flexible payment plans.

## Is now the time to buy?

Carl Allsopp asks Marc the burning question, “Is it a good time to buy, or are we at the top of the market?” And Marc shares his answer as to why, it is the best time to be a buyer.

- The market today is markedly different from the downturns of 2008 and 2014.
- Vast improvements in lifestyle and infrastructure.
- Consistent influx of new residents and businesses, means a consistent rise in demand
- Record high transaction values across all price ranges.

## Addressing first-time buyers

First-time buyers often find it challenging to enter the market due to rising prices and the high cost of living. Marc asks Carl to share his insights on how first-time buyers can navigate the market safely and smoothly. Carl shares two options:

1. Longer saving periods: It now takes a dual-income family about 3.5 years to save for a deposit on a home under two million dirhams. Carl suggests starting saving sooner rather than later for a home.

2. Consider suburban areas: More affordable options are often found further out from the city’s core, he suggests going outwards and exploring newer areas with more affordability.

## Predictions for Q4

Marc shares his predictions for the remainder of the year:

1. Steady price increases: Expect single-digit growth in prices per square foot.
2. High transaction volume: Historically, October to December is a busy time for the market.

Wrapping up, Carl and Marc believe the Dubai property market’s momentum will continue into 2025. The fundamentals are strong, and the city remains an attractive destination for both living and investment. They advise not to hesitate in making property decisions, as the prices are likely to keep climbing.

When it comes to interest rates and mortgages, Dubai stands as a beacon for global affordability.

This week, our Chairman; Lewis Allsopp spoke to The National about how middle-income professionals could see their mortgage eligibility improve, and what we can expect. 

Let us share everything with you…

## How interest rates will boost affordability

With the anticipated interest rate cuts by the US Federal Reserve and the UAE Central Bank, it is expected to have a significant impact on the UAE property market, making mortgages more affordable for buyers. 

This shift is particularly relevant to small to mid-segment homes, where end-users and middle-income professionals are likely to benefit the most.

Lewis explained to The National that the expected reduction in interest rates will make borrowing more attractive, especially for first-time buyers. As interest rates drop, the cost of borrowing decreases which directly lowers monthly mortgage payments. For example, a 0.25% cut in rates on a 25-year mortgage of AED 2 million would save buyers roughly AED 300 per month. While this may seem modest, it could still be enough to entice buyers who are on the edge of affordability.

He also noted that middle-income professionals, especially those earning between AED 12,000 and AED 20,000 monthly, could see their mortgage eligibility improve. With property prices having risen in recent years, many of these potential buyers were previously priced out of the market. However, with lower interest rates, they may now qualify for larger loans and affordable properties such as studios, one-bedroom or two-bedroom apartments.

## The impact of this on investor activity

Investors are also expected to take advantage of lower borrowing costs, making property investment more appealing. 

Lewis also points out that lower rates may lead to more investor interest, as financing options become more favorable. Some investors might see this as an opportunity to diversify their portfolios by purchasing multiple properties, particularly in the mid-range segment. The ability to leverage lower-interest mortgages could allow them to invest in several properties, enhancing potential returns.

With this, buyers who were previously on the sidelines may become more active in their property search. This could drive demand for properties across the small to mid-segment range including apartments and townhouses. However, if the rate cuts lead to increased property prices, the actual impact on affordability could be limited as higher prices could offset the benefit of lower rates.

## Opportunities for end-users and first-time buyers

For end-users, reduced rates directly lower monthly mortgage payments making homeownership more attainable. In addition, as rental prices continue to rise, more residents may find it financially easy to purchase a home instead of continuing to rent. This in turn predicts increased activity among first-time buyers, as well as current homeowners looking to upgrade to larger homes.

Plus, properties that offer opportunities for renovation or modernisation may attract more attention. With the savings from lower mortgage payments, buyers could invest in home improvements potentially increasing the property's resale value in the future.

Dubai's Weekly News Snapshot: The Ampersand 06-09-2024

### Following a strong summer, Dubai's property market experienced even more momentum in August as residents and new expats settled back into the city.

Property prices reached AED1,431 per square foot - an 18% year-over-year increase. Sales volume and value have also seen significant growth, driven by both residents and new expats settling in the city.

According to the Dubai Land Department data, the city recorded AED 37.3 billion in sales value, a 33% increase from August last year. Additionally, total sales volume grew by 36% compared to the same period last year, reaching 14,992 residential sales this month.

Off-plan sales maintained their domination over the secondary market, accounting for 69% of volume and 61% of total value in August. An additional 8,665 new off-plan units were launched during the month, almost doubling the number of launches compared to August last year.

Reflecting the thriving market activity, our team at Allsopp & Allsopp saw sales transactions increase by 16% compared to the same period last year. 

Year-on-year viewings have seen a 39% growth, an impressive trend we have noted during all the summer months this year. As the luxury market continues to appeal to HNWIs, our team recorded sales exceeding AED 10 million doubling year-on-year!

On the lettings side, our team recorded rental transaction volumes rising by 7% compared to the previous month. As more wealthy migrants move to the city, we are seeing this reflected in the top rental transactions. In August, the top three rentals exceeded AED 1 million in Jumeirah Golf Estates.

The overall growing demand for rental properties led to a significant 43% increase in viewings compared to the previous year, with rental listings also climbing by 8% from the previous month.

September promises to be an interesting month, with an influx of residents and expats, a growing wealthy population, potential interest rate reductions, and increased supply. Additionally, the outcome of recent international elections may influence the level of demand and foreign investment in Dubai.

On this week’s episode of Taking Care of Business, our Chairman, Lewis Allsopp, sat with Neil Petch, a serial entrepreneur, and the CEO, chairman, and founder of one of Dubai’s most famous business setup companies, Virtuzone. 

Virtuzone has played a significant role in shaping the city’s remarkable growth over the past 15 years. With over 75,000 companies set up under Virtuzone’s guidance, it’s safe to say that Neil and his team are deeply intertwined with the UAE’s business success story.

The company’s impact goes beyond numbers—it’s about opening up Dubai as a business hub to the world. Neil credits Dubai’s incredible growth to a unique confluence of factors, especially the UAE’s position as a global business destination. He believes it’s only the beginning of what the country can achieve.

## The correlation between business setups and real estate

As a customer of Virtuzone, Lewis pointed out a natural crossover between the real estate market and business setups in Dubai. “When people move here to set up their businesses, they need homes—whether renting, buying, or short-term rentals,” he explained. Real estate and business formation are deeply interconnected, with both industries benefiting from the UAE’s appeal as a place to live, work, and invest.

Neil agreed and emphasised how closely the two industries align. Virtuzone has not only been helping people start businesses, but in doing so, they are helping people set up their entire lives here.

## How the UAE is becoming the world’s business setup capital

One of the key moments in the conversation was when Neil discussed how COVID-19 fundamentally shifted the way people perceive Dubai. For years, the city was seen as a vacation destination, a place to visit for its great weather, shopping, and leisure activities. But the pandemic forced people to stay longer, and that’s when they started realising, “Why don’t I run my global business from here?”

Dubai’s safety, infrastructure, and growing business opportunities made it an ideal place for many global entrepreneurs. “We started getting people saying, ‘Can you help me get my kids into the best schools or find the best locations for properties?’” Neil shared. Virtuzone evolved to cater to this demand, helping high-net-worth individuals and global business owners establish themselves in Dubai.

When asked about how many of Virtuzone’s clients are simply taking a visa for status versus genuinely moving to Dubai, Neil offered a fresh perspective. “Dubai is still a hidden secret for many,” he said. While British expats make up the largest target market, Neil sees enormous untapped potential from countries like China, where interest in Dubai is just beginning to rise. COVID opened the door for people to experience Dubai as more than just a short-term stop, but a viable long-term business base.

## UK vs UAE: The biggest differences

The conversation shifted gears as both Neil and Lewis shared personal experiences about the safety and security in Dubai versus the UK. Lewis shared a striking anecdote about how his family’s habits have changed when travelling abroad, especially in the UK. “When we leave Dubai, I put all my valuables in the safe, and I make my wife take off her engagement ring. It’s sad, but it’s just the way it is when we travel to the UK,” Lewis explained.

Neil agreed and pointed out how Dubai offers a level of safety that many other places simply cannot match. “My wife can walk around with her watch and handbag without fear, something that many of our friends in London are hesitant to do,” he said. “It’s part of the magic of Dubai—the ability to live your life without constant worry.”

As the discussion continued, Neil emphasised how Dubai’s government has brilliantly positioned the UAE as a safe haven for businesses, particularly in a world that’s increasingly unpredictable. Lewis added to this point by drawing a comparison between the UAE’s leadership and other countries.

## Future predictions for H2 2024

As the episode drew to a close, Lewis posed the big question: “How do you forecast the final half of 2024? What’s the future looking like for Dubai’s economy?”

Neil’s answer was optimistic. “There’s never been more opportunity. This is going to be a golden era for Dubai, much like Geneva in the 60s and 70s. People are moving here, not just for the tax benefits, but because Dubai offers a quality of life and business environment that is unmatched anywhere else.”

Neil acknowledged that there will be challenges, especially with new property developments increasing supply. However, he believes the market will continue to cater to all income brackets and remain resilient.

## Dubai’s unstoppable growth

As the episode wrapped up, it became clear that both Neil and Lewis see no signs of Dubai slowing down anytime soon. The city boasts the largest number of millionaires globally, with 349,500 which has made it a magnet for business growth. The framework was created based on the latest National Risk Assessment and follows the World Bank Group’s plans to ensure it meets the highest international standards.

One of the strategy’s standout features is its focus on risk-based compliance, sustainability, and effectiveness. By enhancing both national and international coordination, the UAE is ensuring the smooth flow of information between agencies and improving collaboration between public and private sector stakeholders. 

This coordination between the public and private sectors will help strengthen oversight of AML and CFT regulations across financial institutions, ensuring that illicit financial activities are detected, investigated, and disrupted in the UAE.

## Addressing the different risks associated

A significant aspect of this new strategy is its emphasis on tackling modern threats, such as virtual assets and cybercrime. 

With technology advancing at rapid speeds and cybercrime being one of the top reasons for financial crime in the world today, the UAE is committed to strengthening its understanding and mitigation of these threats by improving the transparency of beneficial ownership information and optimising the use of financial data. With this on hand, the UAE aims to enhance its capabilities in investigations and asset recovery.

The strategy also includes plans to regularly update legal and regulatory frameworks to keep up with these evolving risks. This proactive upkeep ensures that the UAE stays at the forefront of global standards, adapting its laws and systems as new challenges arise.

## Strengthening the financial ecosystem of the UAE

Recently coming off the Financial Action Task Force’s (FATF) Grey List is a reflection of the government’s dedication to maintaining a safe and resilient financial system that aligns with international standards. The new strategy will not only safeguard the UAE’s financial integrity but also strengthen its position as a leading international trade hub and financial centre.

## Looking ahead…

As the UAE continues to implement its 2024-2027 strategy, key members of the government such as the General Secretariat of the National Committee and the Central Bank of the UAE will oversee its progress. ## Comparing prices and choosing the right community

Last month, RERA announced their newest index which helps landlords and tenants understand the rental market more accurately. Landlords using this index can easily calculate how much they are eligible to increase their rental prices, whereas tenants can easily understand what fluctuations can come about in their rental prices.

You can compare and understand what community has what range in terms of pricing. Plus, this understanding will help you choose wisely without losing too much time. 

## Laws, regulations and fees

When renting a property in Dubai for the first time, it's essential to be aware of the specific laws, regulations, and fees that govern the process. Here's a breakdown of what you should know:

### 1. Rental laws

**Tenancy Contract:** Dubai tenancy contracts are governed by Law No. 26 of 2007, as amended by Law No. 33 of 2008. The contract must be registered with the Ejari system by any and all means otherwise your rental isn’t valid. This ensures that the agreement is recognised by the Dubai Land Department (DLD).

**Tenancy Duration:** The standard lease duration is one year. Any changes to the tenancy contract or early termination terms should be explicitly stated in the tenancy contract.

**Rent Increase:** The Dubai RERA Index regulates rent increases. Landlords can only increase rent based on the index and must provide a 90-day notice before the lease renewal. Even tenants can predict upcoming rental rises through this platform. 

**Dispute Resolution:** If you have a dispute to file against your landlord or tenant, The Rental Disputes Settlement Centre handles disputes between tenants and landlords. If a disagreement arises, both parties can file a case with the RDSC who will then help both parties. 

### 2. Understanding the security deposit

A security deposit is needed when processing a rental transaction and for this, you need to typically pay 5% of the annual rent for unfurnished properties and 10% for furnished ones. This deposit is refundable at the end of the tenancy, provided there are no damages or unpaid dues.

### 3. Agency fees

If you use a real estate agent, you can expect to pay an agency fee which is usually 5% of the annual rent. This fee covers the agent's services in finding the property and handling paperwork.

Agency fees also include your Ejari Registration because this is something they can take care of for you:

**Fee:** AED 220
**Purpose:** Registering the tenancy contract with Ejari is mandatory. It ensures legal recognition and is required for various services, including setting up utilities.

### 4. DEWA (Dubai Electricity and Water Authority) Fees

In Dubai, DEWA, the Dubai Electricity and Water Authority is the main source for electricity and water services at home so you need to subscribe to them and pay bills monthly. 

**Security deposit:** AED 2,000 for apartments and AED 4,000 for villas.
**Activation fee:** AED 110 for setting up the account.
Tenants must register with DEWA to activate water and electricity services.

### Short-term vs. long-term?

When it comes to renting, you might also want to look into options regarding short-term rentals and long-term rentals. 

When choosing between short-term and long-term rentals in Dubai, it's important to understand the key differences in terms of regulations, costs, and suitability for your needs. 

Here’s a breakdown:

#### 1. Duration
  
##### Short-Term Rentals:
     - Typically rented for periods ranging from a few days to several months.
     - Ideal for tourists, business travellers, or those in Dubai temporarily.

##### Long-Term Rentals:
     - Leases are generally for one year or more.
     - Suitable for residents or those planning to stay in Dubai for an extended period.

#### 2. Legal regulations

##### Short-Term Rentals:
     - Must be licensed by the Dubai Department of Tourism and Commerce Marketing (DTCM).
     - Landlords must comply with DTCM regulations, including paying a tourism fee.

##### Long-Term Rentals:
     - Governed by Dubai's tenancy laws under the Real Estate Regulatory Agency (RERA).
     - Requires registration with Ejari, ensuring the tenancy contract is legally recognised.

     - Usually fully furnished, including all essentials like kitchenware and linens.
     - Turnkey solutions, ready to move in with minimal hassle.

##### Long-Term Rentals:
     - Can be furnished or unfurnished, depending on the property.
     - Tenants may need to purchase or bring their own furniture and appliances.

#### 6. Suitability

##### Short-Term Rentals:

According to a survey conducted by CMC Hospital Dubai, which gathered insights from 1,680 residents across the UAE, Saudi Arabia, Qatar, and Kuwait, the UAE’s healthcare sector is earning significant recognition.

All the systems and innovative technology in the UAE have outshined even the most well-regarded systems in the US and Europe - now, those are some standards set. 

This survey has also highlighted that 29% of GCC residents view the UAE as having the strongest healthcare reputation in the region with the majority of doctors being expat doctors from all over the world, holding their certifications from the best universities globally. 

This significant figure reflects the UAE’s ongoing investment in its medical infrastructure, advanced technology, and skilled healthcare professionals. By consistently improving these areas, the UAE has not only met but exceeded the expectations of locals and expats too. 

## How far could you go for quality healthcare?

Another impressive thing found from the survey is the high willingness of GCC residents to travel for healthcare. 

84% of respondents shared their readiness to seek medical care outside their home country if it meant accessing better treatment. This willingness comes with the importance of quality healthcare in the region. Specifically, 21% of Saudi residents, 35% of Qataris, and 25% of Kuwaitis are open to travelling to another Middle Eastern country for medical services, with many looking towards the UAE as their preferred destination.

Since Dubai has a wide range of hospitals catering to almost all, if not every problem with insurance providers and accepters globally, it is quite easy for people to seek healthcare services in the UAE. 

## Looking into financial commitments for healthcare

The survey also showed that a significant portion of GCC residents are willing to pay out of pocket for healthcare services abroad when insurance does not cover the costs. 

Approximately 71% of those surveyed indicated their willingness to pay in cash for treatments outside their home country, especially in the UAE. 

## Looking into: Health concerns in the UAE

To conclude, the survey questioned participants on the prevalent health concerns among GCC residents. 

Some of these were - Gastroenterology, obesity, diabetes, and back and neck problems as the most common issues. Obesity emerged as the leading concern in Saudi Arabia, while gastroenterology, diabetes, and back and neck problems were most prevalent in Kuwait. These findings point to the pressing need for specialised healthcare services in these areas, which the UAE is well-equipped to provide.

## Fasten your seatbelts, you’ve arrived in the city of the future!

With daily traffic in DXB averaging around 264,000 passengers, and peak days potentially reaching up to 291,000 - the summer season in DXB is usually bustling with activity. This surge is partly due to the influx of travellers returning to Dubai as the new school year approaches, coupled with the usual high volume of international visitors.

For those navigating the crowds at DXB, the airport has some handy tips to make the experience smoother. These are:

- Passengers are encouraged to use the Smart Gates to speed up the passport control process. 

- If the airport feels crowded, don’t be scared to use the amenities and make the most of it, from lounges and dining options to extensive shopping outlets and duty-free areas.

- When it’s time to leave the airport, the Dubai Metro is a convenient choice, with stations available at Terminals 1 and 3. If you’re being picked up by someone, DXB offers designated car parks and valet services. Please note that access to the Arrivals forecourts at Terminals 1 and 3 is limited to public transport and authorized vehicles.

While DXB always seems lively, the current numbers are indicating a particularly strong year for the airport! In the first half of 2024 alone, DXB saw a record-breaking [44.9 million guests](https://www.allsoppandallsopp.com/dubai/about-us/news-videos/1432-Dubai-Airport-hits-record-numbers,-with-nearly-45-million-passengers-in-H1!), an 8% increase compared to the previous year. 

January 2024 was especially busy, with nearly 8 million passengers passing through, marking Q1 2024 as the busiest quarter in the airport's history.

If this trend continues, DXB is on track to surpass its previous annual traffic record of 89.1 million passengers, set in 2018. Which is quite possible, if you ask us!

Busy buzzing: DXB is set to welcome 3.43 million guests this week! 

September is right around the corner, this means the end of the summer season, slightly more traffic on the roads and we welcome a whole bunch of new families into town!

Just ahead of this period, developers work above and beyond their schedules to build the city's next family-friendly community to accommodate the rising level of relocations and newcomers to the city. Seeing that the city has some of the best educational facilities and systems to provide, including safety, tax-free incomes, and exceptional quality of living, these relocations come as no surprise. 

As the new academic year approaches, Dubai’s education sector has also taken note of the growing population and is gearing up for significant growth. The emirate is set to welcome 39 new private schools, nurseries, and universities adding more than 16,000 seats to its private education facilities. 

This expansion is part of a broader initiative by the Knowledge and Human Development Authority (KHDA) to enhance the quality and accessibility of education across the city.

## Expanding into the city’s newest school systems

Among the new openings, we can expect five UK-curriculum schools, including the Dubai British School in Jumeirah and the GEMS Founders School in Dubai South. These schools are going to cater to families who are looking for British-style education and are spread across different neighbourhoods in Dubai’s southern neck to serve a diverse student population.

Additionally, a new French curriculum school named Lycée Francais Jean Mermoz South is set to open in Al Barsha South, providing more options for families interested in a French education.

To make things better, the early childhood sector is also going to see substantial growth, with 29 new early childhood centres (ECCs) due to open in September. These centres will primarily offer the UK Early Years Foundation Stage curriculum and the first ECC in Dubai to offer the Chinese curriculum.

## Other higher educational opportunities

The growth isn’t limited to primary and secondary education. There is also a lot in the pipeline for higher education students coming in. 

With this will come the introduction of four new KHDA-licensed institutions. These include SKEMA Business School from France, Plekhanov Russian University of Economics from Russia, and Symbiosis International University from India, all of which will offer bachelor’s and master’s degree programs. Additionally, the Neohorizon School of Business, a partnership between the UAE and China, will offer a specialised master’s degree in business. 

The KHDA’s efforts ensure that every child in Dubai has access to the best possible education. This growth aligns with Dubai’s broader goals of becoming a global hub for education, attracting students and educators from around the world.
