## Welcome to the Allsopp & Allsopp August 2023 Dubai Property Market Snapshot, a comprehensive look into how the Dubai property market performed over the last month.
<br/>

Dubai's real estate market has seen impressive growth, with the Dubai Land Department reporting sales transactions over AED 33 Billion in August, marking a 36% increase year-over-year. Off-plan sales constituted 58% of market volume, signifying a growth in new projects. Could this be Dubai racing to meet market demand? Cash transactions still remain king, with the majority of transactions happening in this segment. Despite headlines on ultra luxury sales filling up news feeds weekly, the majority of transactions remain within AED 2M to AED 3M range.

Allsopp & Allsopp saw an average sales price of AED3.2M which is a 52% increase when compared to the same period last year. Amidst the German real estate crisis, German nationals accounted for 6% of sales at Allsopp & Allsopp, though UK nationals still remained top at 22%. Villas/townhouses witnessed a significant price rise of 55% year on year, with Al Barari and Jumeirah Golf Estates emerging as top transaction locations. Dubai Marina was the hotspot for apartment transactions, predominantly by Indian nationals, and the average apartment sales price has increased by 29% year on year.

Rental prices saw a notable 31% increase in transaction volume. UK tenants remained at the top for Allsopp & Allsopp followed by Russians and Indians. The apartment sector witnessed a significant 21% year on year rise in average rent with Downtown Dubai standing out. To ensure affordability, there has been a trend shift in payment methods; fewer tenants are opting for single or two-cheque payments, while three and four-plus cheque payments have gained popularity.

###  Dubai Registers $762 million worth of sales deals on Monday the 14th!


Dubai's real estate market witnessed a surge on August 14th, registering property deals of over $762 million. DLD highlighted 717 sales involving properties valued at AED2.09 billion, alongside 131 mortgage transactions amounting to AED 692.02 million. These transactions predominantly included the sale of 687 villas and apartments and 30 land plots.

### Dubai’s inflation slowed in July!

In July, Dubai's annual inflation rate witnessed a decline to 1.02%, its lowest since November 2021, down from June's 2.05%. This drop is primarily attributed to significant reductions in transport costs, despite a 6.1% year-on-year increase in housing prices, as highlighted by the Dubai Statistics Centre. On the global stage, Dubai's economy experienced a 2.8% annual growth in Q1 2023, amounting to Dh111.3 billion ($30.3 billion).

The world’s largest international airport is soon set to become the world’s busiest too, as with summer vacations coming to an end, Dubai International Airport is set to welcome 3 million travellers. 

The airport averages 258,000 visitors on a daily basis, but with a new wave of residents moving to Dubai, its numbers have grown tenfold!

RTA announces free digital parking permits: 

### Dubai's Roads and Transport Authority (RTA) is embracing digital innovation by launching new digital parking permits. 

This move will make parking permits easily accessible to senior Emiratis and individuals of determination. Starting August 20th, it will allow users to register up to five vehicles under each permit.

Dubai Municipality has issued the first-ever licence to build a villa using 3D printing technology.

A four metre tall villa in Al Awir 1 will be printed using locally sourced concrete and is set to be completed in October 2023. Dubai had previously set ambitious targets for 25% of new build properties to incorporate 3D printed technology by 2030!

If your landlord has a property manager, as a tenant you can expect services that encompass everything from conducting thorough schedules of condition reports and handling rental payments to efficiently managing maintenance tasks and ensuring tenants receive the necessary notices.

So, let’s get into how our property management experts can help you with moving in.

### Here’s what you can expect from the property manager during the move-in process:

When preparing for the move-in process, it is essential to be aware of certain steps and expectations. 

Firstly, both parties must sign the tenancy contract, carefully reviewing and agreeing upon all terms and conditions. It is important to note that any terms that have formed part of the negotiation are written into the contract.The rent cheques should be dated three days before the start of the tenancy, to ensure a seamless payment and handover process.

We will usually insist on a 7-10 day period between tenancy contracts to ensure that there is enough time to resolve any maintenance issues that were reported when the previous tenant moved out. 

Another important step is the EJARI registration. You will need to provide 225 AED to your agent to facilitate this registration, as it is a legal requirement for tenancy agreements in Dubai. The EJARI registration guarantees that the tenancy contract is valid and compliant with local regulations.

By diligently following these steps and adhering to the necessary procedures, you can ensure a seamless move-in process. Clear communication and timely completion of required tasks will contribute to a positive rental experience for both parties involved.

### How do you set up your DEWA registration?

As your Ejari is being processed, and has been successfully registered, you will receive an SMS from DEWA, and within 24 hours you’ll receive an account number. Using the account number, you can make your security deposit payment online.

Once the payment has been made, the utilities will be connected within the 24 hours.

After which the property manager will contact you to explain the process and how to use our Happy Tenant application (once both sides have signed the tenancy contract, you will receive a log in for the App). This will help you report any maintenance issues during the course of your tenancy.


Then you’ll be setting up all the utilities: [DU, Empower/ Emicool/ DEWA](https://www.allsoppandallsopp.com/dubai/tenants/move-in-instructions).


### Next steps:


Once DEWA and Happy Tenant is set up, you would have to [apply for a move-in permit](https://www.allsoppandallsopp.com/dubai/tenants/move-in-instructions#instruction) through the developer, in order for security to allow you & any moving companies to be allowed access to the community/building.


After that, our inventory clerk will book a move-in inspection. One item to note is that the inspections are scheduled Monday to Friday, between 8.45am - 5pm. 


From there you will be handed the keys and you can enjoy your new home!

### Will your tenant be vacating your property?

This can cause concern about finding your next tenant or on how to manoeuvre the whole move-out procedure. 

Don’t stress - our team at Allsopp & Allsopp are on hand to help you out with your tenants. Here’s what you can expect from your property manager when your tenants are on the move!

### What you can expect during the move-out process:

To ensure a seamless transition, a dedicated Senior Property Manager will be assigned to oversee the process. They will proactively reach out to you 30 days prior to your tenant’s move out to coordinate the necessary arrangements.

In order to effectively utilise and safeguard the tenant's exit - the manager will oversee:

**Approval and funds for Dewa activation:** This will enable them to carry out necessary inspections and complete any required works related to the property's utilities. By ensuring the activation of DEWA services, we can facilitate a smooth handover process.

**Funds for the Tenant's Deposit (if held by you):** To properly manage and protect the deposit, we’ll need you to provide the funds to us. This helps us maintain transparency and accountability in handling the deposit.

### Our property manager will be in touch with your tenant to do the following:

If we don’t already have them, we will request proof of AC servicing receipts, if it’s a term mentioned in your contract. If the EJARI was registered by Allsopp & Allsopp then we will either arrange for the cancellation, or we will ask the tenant to provide it. 

Once that’s done, we will book in a scheduled inventory with one of our inventory clerks. 

Lastly, the final bill & all utilities will need to be taken care of, and we’ll advise tenants of all the works that need to be completed before their move out.

### On the day of move out:

Expect the full service to be taken care of with our team who’ll will meet the tenant to conduct the move out inspection & take handover. This includes taking all keys, access cards and fobs - which will be handed over back to you.

Our Home Maintenance team will also visit your property. In order to inspect all items in the unit, we will need the DEWA on.

### If DEWA isn’t activated, what could happen?

If your DEWA services aren’t activated, it could mean your garden (if you have one) will not have water, which could affect the landscaping. 

Furthermore, we will not be able to conduct a thorough inspection, which will mean you will receive two quotes for any issues that may be found once DEWA is switched on.

It could also mean a longer vacancy period on your property, with missed items and lack of presentation and landscaping affecting the marketing and viewing, which can even result in a lower rental price being achieved.

### Once your tenant moves out - after 10 days we’ll be back:

After 10 days of your tenant moving out, our team will send you a move inspection and a quotation with all items. Please remember there could always be new things added to the quote that occur once the tenant moves in.

Once that’s done, we will need approval of work within 2 working days & for you to send us funds, which will need to clear in our bank account. If you or the tenant are disputing any deductions from the security deposit, we would still recommend going ahead with work so it doesn't delay the next rental.

### What if you’ve got a tenant moving in?

If there is a tenant moving in, then speed will be of the essence. But, don’t worry, as always we will manage the whole process. A quick checklist of things that will need to be done are;

1. Ensure that any outstanding service charges are paid

2. If DEWA is not already activated, this will need to be done quickly 

3. Review and approve any necessary works asap (it’s a good idea to maintain a ‘float’ with us, to help prevent delays in work being carried out)

4. Service your A/C and deep clean the property 

5. Sign any necessary NOC’s 

If we don’t already have them, provide your bank details for rental payments.

### Expat magnet: Dubai’s population crosses 3.6 million!

Dubai has reached a new milestone, as the population crosses an all-time high of 3.6 million for the first time, according to the Dubai Statistics Center. 

The population now stands at 3.6 million, marking a 1% increase since the end of Q1 and a 1.5% increase of residents when compared to December 2022.

### An iconic Dubai landmark sells for AED 252 million!

Dubai residents, if you remember driving down Sheikh Zayed Road, you might’ve noticed the large Pepsi factory!

It was owned by Dubai Refreshment PJSC, who’s the bottler for Pepsi.Co in Dubai and has sold the land to Al Futtaim Private Company LLC for AED 252 million.

This plot included the Pepsi bottling plant, a storage warehouse and offices under the Pepsi brand.

### Dubai’s property market’s billion-dirham days!

This week on Monday and Tuesday collectively, Dubai’s property market saw AED 7.26 billion worth of property sale transactions, signalling a strong and healthy market.

Mortgages also saw a surge as value totalled to a whopping AED 3.1 billion - confirming that buyer interest since May 2023 where it rose by 100% compared to May 2022.

### UK interest rates take a hike again!

The Bank of England announced another interest rate hike of 0.5%, which has taken the base rate to a 15-year high of 5%.

### Megaprojects: Al Habtoor Tower apartments go on sale for AED 2.1 million!

Dubai’s Al Habtoor Group earlier last month announced the development of Dubai’s next tallest residential tower - Al Habtoor Tower. It is estimated to be worth $3 billion and would have 1,700 apartments on Sheikh Zayed Road. 

Apartments went up for sale this week, with prices for one-bedroom apartments starting at around AED 2 million, two-bedroom apartments from AED 3.5 million and AED 4.7 million for the four-bedroom apartments.

## The market is back in full swing!

May saw a remarkable 40% increase in property sales transactions, totalling 11,621 and exceeding AED 33 billion in sales value, up 85% from May 2022 and 40% in comparison to April. Secondary sales, particularly in villas and townhouses, generated 35% more sales value (AED 19 billion) compared to off-plan sales (AED 14 billion). The majority of market activity (over 76% of transactions) occurred below AED 3 million, while monthly mortgage transactions increased by 44% compared to May 2022, indicating greater end-user participation. The ultra-luxury market witnessed record-breaking sales, including an AED 120 million apartment in Dubai Hills Estate and an AED 135 million villa in Bulgari Ocean Mansions.

Putting a finger on the pulse of the market, Allsopp & Allsopp achieved record-breaking results across residential sales, lettings, commercial, developer/off-plan, sales progression, and mortgage services teams. New client registrations rose by 21%, property viewings increased by 24%, and new property listings grew by 9.6%. Completed sales transactions were up by 38% compared to April 2023 and a remarkable 71% compared to May 2022. Significant sales activity occurred in established residential communities like Arabian Ranches, Emirates Living, and Jumeirah Island, along with the introduction of off-plan units in Jumeirah Golf Estates' Elie Saab project. Allsopp & Allsopp accounted for over 21% of completed deals in May 2023. Dubai lettings surged by over 59% compared to April 2023, with improved tenant conditions and expanded payment options beyond the 1 cheque options. The top nationalities for buyers and tenants remained consistent: British, Indian, and Russian individuals maintained the top spots in each category.

The off-plan team continued to carve its space with launches like Al Ranim in Mudon and Elie Saab Jasmine Lane in Jumeirah Golf Estates captured the attention of domestic and overseas investors. Allsopp & Allsopp off-plan team closed an impressive AED 65 million penthouse at Como Residences on Palm Jumeirah showcasing the ongoing demand for branded-residences. Additionally, Apartments and mid-entry townhouses under AED 3 million remain a prime investment choice, representing over 90% of Dubai's property transactions. ### There’s a new corporate tax update!

In case you missed out on it, corporate tax has officially begun in the UAE, June 1st onward and companies would be taxed 9% on their annual turnover - which is one of the lowest rates globally. 

The new update announced on Wednesday, 17 May 2023 says that business owners in the UAE will only be liable to pay Corporate Tax if the turnover from the business activity is more than AED 1 million ($272,000) per year.

Furthermore, any individual’s income from real estate and personal investment will not be considered as taxable income.

### New South Bay project revealed in Dubai South!

Majority of the homes in JVC come unfurnished unless pre-owned or previously furnished. At present, after Q1 2023’s performance JVC is ruling the charts and is highly sought-after, so the community currently has a great return on investment, lots of tenants searching for ready-to-move-in homes and not to mention, a high resale value. Rental yields in JVC currently range from 5-7% depending on an apartment on villa.

## Business Bay

[Business Bay](https://www.allsoppandallsopp.com/dubai/properties/residential/sales/in-areas-area-business-bay) sits right beside Downtown Dubai and has breathtaking views of Burj Khalifa. It's in the heart of the city and is home to tall skyscrapers and multiple commercial buildings. 

This urban district is ruling as one of the top residential areas in Dubai and has apartments ranging from studios to four-bedroom apartments with these apartments mainly being located in branded residences or significantly newer towers. There are great amenities such as gyms, pools, spa and saunas with private parking bays. Majority of the apartments have been pre-furnished but are older style furnishings which I’m pretty sure most of us aren’t interested in - So flip it. 

Business Bay for years at last was ruling the market as the top residential area in Dubai month-on-month, but in Q1 - 2023 was trumped from first place by JVC. Although as it is located centrally it is a thriving business hub, hosting a mix of local and international companies across various sectors, including finance, technology, media, and hospitality. The district's impressive business environment, advanced infrastructure, and modern amenities attract investors looking to establish or expand their businesses in Dubai.

Business Bay’s rental yield ranges from 5-6%, while return on investment stays high consistently. The community sits centrally and has easy access to Sheikh Zayed Road and Al Khail Road. Business Bay is also minutes away from several different educational institutes and has its own metro station.

## Jumeirah Lake Towers (JLT)

[JLT](https://www.allsoppandallsopp.com/dubai/properties/residential/sales/in-areas-area-jumeirah-lake-towers) is one of Dubai’s most hip and vibrant communities, from eateries to night-life - JLT has been one of the top residential areas in Dubai since it opened. It's a constant scene running throughout the day and it's definitely a place for families, young adults and couples because there’s always something new for someone! 

JLT is divided by three lakes and has clusters which are alphabetically divided. There are 67 different buildings ranging from residential and commercial properties with studios going up to four-bedrooms, with buildings offering basic to high-end amenities depending on the tower. JLT has a strip of retail outlets, restaurants, spas and nurseries below each cluster and is home to many hotels and three different higher-education universities. Now that’s a community. The community has majorly pre-furnished or serviced apartments so flipping it would be easier, as you wouldn’t have to start from the complete beginning but rather pick up from where you left off. 

JLT continues being one of the top residential areas in Dubai and ruling the market, with rental yields between 7-8%, they are one of the highest in Dubai. As JLT is an extremely vibrant and urban community, people are always searching for homes there and it's extremely conveniently located - direct access to Sheikh Zayed Road, Al Khail Road and has two metro stations as well with direct tram access. 

## Dubai Marina

[Dubai Marina](https://www.allsoppandallsopp.com/dubai/properties/residential/sales/in-areas-area-dubai-marina) is a stunning man-made waterfront development that has captured the attention of both residents and tourists since its opening. The community is abundant in activities and is a favourite amongst the younger generation. The two-mile stretch of the Marina is lined with an impressive mix of high-rise buildings, luxury hotels, restaurants, cafes, and entertainment options, making it one of the most popular and sought-after destinations in Dubai. 

Dubai Marina has over 200 skyscrapers and residential buildings, including some of the tallest structures in Dubai, this is one of the top residential areas in Dubai and offers a range of property options such as studios going up to five-bedrooms. ### How is Dubai’s new initiative helping to improve short-term rentals?

Dubai’s Department of Economy and Tourism (DET) has launched a new QR Code initiative for Holiday Homes in Dubai. With this initiative, owners of holiday homes will now be displaying a QR code on the main entrances of their vacation properties in Dubai for visitors to verify and scan.

This move aims to improve transparency and increase confidence among investors and visitors in the short-term rental market - also helps them feel safe within the property.

### Sheikh Mohammed announces Palm Jebel Ali’s masterplan!

### Dubai scraps the 10-day grace period for visit-visas

Got your family or visitors coming into town?

You might want to know that previously when Dubai allowed a grace period of 10 days upon visit-visas expiring - it has now been scrapped and as soon as visit-visas expire, you’ll be fined AED 50 per day for overstaying. 

This was announced by the Federal Authority of Identity, Citizenship, Customs and Port Security on Wednesday and came into immediate effect. Tourists who stay without renewing their visas will be arrested for staying in the country illegally. Inspection campaigns will be carried out to catch the offenders.

### Dubai’s real estate market recorded AED 3.5 bn worth of property sales transactions on Tuesday

If a place knows how to break records, it's definitely Dubai. On Tuesday alone, Dubai’s property market saw 612 property sales transactions worth AED 3.5 billion. Earlier on Tuesday, one of Dubai’s biggest and fastest sales took place at FIVE Luxe Sensoria Tower for a penthouse worth AED 50 million! 

### What is Hassantuk, and do you need it?

In case you missed it - back in 2020, Hassantuk was announced as a fire safety system for villas in the UAE. It ensures the swiftest response time to fire and emergency alerts through a 24x7 connected fire alarm system, integrated with Civil Defense Command Centres in every emirate. All villa owners must have Hassantuk installed in their homes before September 2023.

**UAE Tax: How to register for EmaraTax**

As you might have heard, the UAE has recently announced corporate tax - which is set to start on 1st June and is 9%. This tax is applicable to businesses generating a turnover of AED 1 million and higher - which was announced on Wednesday 17th May, 2023.

The Federal Tax Authority has announced a new digitised system - EmaraTax through which companies can register for corporate tax.

Dubai's Weekly News Snapshot: The Ampersand 19-05-2023


### The Dubai property market saw a dip in total sales transactions and sales value during April. However, year-on-year sales transactions remained 46% higher than April 2022, and total sales value was also 16% higher than this time last year.

Several external factors contributed to the dip, including the Ramadan, EID, and Easter holidays. This led to fewer new properties coming to market, a drop in property sales viewings and less new sales transactions registered by the Dubai Land Department.

Despite the wider slowdown, Allsopp & Allsopp saw encouraging results across Villa/Townhouse sales in key residential areas, which grew 16.4% month-on-month, and new client registrations up 12.6%

**Dubai announces the world’s largest ocean restoration and ecotourism project, Dubai Reefs**

Dubai Reefs is an artificial reef and a sustainable floating community that would be dedicated to marine research, regeneration and ecotourism. The goal behind this is to work towards greater protection of the marine and coastal environment of Dubai. It will also include residential complexes, retail outlets, eco-lodges, wave farms and ocean farming.

Dubai already holds a record for the world’s tallest tower and Al Habtoor Group plans to beat that with another record breaker - The world’s tallest residential tower. It will be built on Sheikh Zayed Road overlooking the Burj Khalifa and Downtown area. 

The tower comprises 1,701 keys, 81 floors and total square footage of  3.5 million! This ultra-luxurious property will also have excellent amenities and is due to be completed in 36 months - which looks like mid-2026!

**Emirates Airlines announces three new destinations for premium economy flyers!**

If you are a frequent flyer with Emirates or are one for luxury travelling, Emirates has recently added three more destinations to their flying chart which would include the Premium Economy cabin. The three new destinations are Singapore, San Francisco and Houston. 

Premium Economy cabins are spacious reclining chairs, with an extended foot-rest, large storage space and a 13.5 inch television which has over 5,000 entertainment channels. They also have six different adjustable headrests, a large side table, different charging ports and flyers will have a separate check-in station at Dubai International Airport.

#### US Federal Reserve announces new rate-hike and promises pause.

The recent announcement by the US Federal Reserve to pause further interest rate hikes will bring relief to businesses and consumers in the UAE. The move by the US central bank is expected to have a positive impact on the country's economy, as it will help to keep borrowing costs low and stimulate growth. This news comes as good news for the UAE, which is trying to recover from the economic fallout of the pandemic. #### Emirates-Etihad deal: You can now fly to Dubai and return via Abu Dhabi on one ticket

Etihad Airways and Emirates are set to offer their passengers the ability to fly on the same ticket at no additional cost. This move is part of a new partnership between the two UAE-based airlines and is aimed at providing greater convenience and flexibility to customers. Under the new agreement, passengers will be able to book connecting flights on both airlines through either company's website, call center, or travel agents. This means that travelers will be able to take advantage of the extensive route networks offered by both airlines without having to pay extra for separate tickets. The partnership is expected to benefit both airlines by increasing their customer base and driving more traffic to their respective hubs in Abu Dhabi and Dubai.

#### A.I. Godfather steps down to take a more advisory role 

Geoffrey Hinton, a renowned computer scientist and pioneer of artificial intelligence, has resigned from his position at Google and is now warning about the dangers of machine learning. Hinton, who is often referred to as the "godfather of AI," was one of the key architects of the deep learning algorithms that underpin many of today's most advanced AI systems. In a recent interview, Hinton expressed concern about the increasing use of machine learning in fields such as finance, law enforcement, and healthcare, warning that these systems can be biased, unreliable, and even dangerous in some cases. Hinton believes that the solution to these problems lies in developing more advanced AI systems that can reason, understand, and learn in a more human-like way. Despite his concerns, Hinton remains optimistic about the future of AI and believes that with the right research and development, these technologies can be used to solve some of the world's most pressing problems.
